How do you ensure that the new systems will be cost effective or will be more efficient than the existing systems?
Suppliers may propose solutions which appear to meet your requirements but it is likely that the proposed solutions will involve heavy investment in the supplier's goods and services and therefore most profitable for the supplier.
In-house solutions may not be objective because often the team may be too close to the problem. They may also remove the design responsibility from the supplier who will then just "do what you asked them to"
